This does not relate to the Palestinan population as a whole, but to the Arab population of Lydda and Ramle, two towns on the road from Tel Aviv to Jerusalem where the Jordanian Army, (the Arab Legion) had been threatening Tel Aviv during the invasion of 1948.
The population was forcibly removed about five miles, to behind Arab army lines.

MISLEADING QUOTE:

After paying a visit to Palestine in 1891, the Hebrew essayist Achad Ha-Am commented:
" Abroad we are accustomed to believe that Israel is almost empty; nothing is grown here and that whoever wishes to buy land could come here and buy what his heart desires. In reality, the situation is not like this. Throughout the country it is difficult to find cultivable land which is not already cultivated.

Actually, it was Lord Sheffield who coined the phrase-- half a century before the Zionist movement arose. At the time the coastal plain of the backwater Turkish province of Palestine was, indeed, desolate, with most of the population concentrated in the inland hill country.  Broadway playwright Israel Zangwill adopted the phrase, but the by then outdated concept was already challenged by other Zionists, notably Ahad Ha'Am.

That there was no distinct Palestinin national identity was precisely the point argued by Palestinian leadership throughout most of Golda Meir's life. In protesting the Balfour Declaration in 1921 the Palestinian delegation insisted that the region was not an independent unit but rather an integral part of Southern Syria, that could not be administered separately. The evolving political, nationalistic consciousness of the Palestinin population over the course of time, and especially after 1967, may have rendered that position moot, but Meir cannot be faulted for understanding the arguement presented to her throughout her lifetime by Palestinians.
